Abstract
Güney
Amerika’nın en özel ülkelerinden biri olan Şili, 17 milyon nüfusa ve 757.000
km2 yüzölçümüne sahiptir. Oldukça köklü bir tarihe sahip olan Şili’de nüfus
Avrupalılar ve onların torunlarından oluşmaktadır. Latin Amerika’nın en büyük
hammadde üreticilerinden biri olan Şili aynı zamanda dünyanın en büyük maden
yataklarına sahiptir. Diğer yandan Güney Amerika’daki en güçlü kurumlara ve
bono piyasasına sahip olan Şili, ekonomik krizden etkilenmediği için pek çok
devlet için cazibe merkezidir. Şili’nin AB ile 1996 yılında başlayan ilişkileri
gün geçtikçe gelişmektedir. Hatta AB tarafından yapılan bazı açıklamalarda
Şili’nin AB nezdinde ayrıcalıklı bir durumda olduğuna dair demeçler yer
almıştır. Ancak bu konuda tartışmalar bulunmaktadır. Çünkü AB küresel bir yapı
veya güç olmak ve Dünya Ticaret Örgütü doğrultusunda küresel bir ticaret
sistemi sağlamak için hemen hemen bütün dünyayla ilişkilerini geliştirmektedir.
Bunun için AB Tunus, Meksika, Şili gibi ülkelerle Serbest Ticaret Anlaşması
gibi bazı anlaşmalar yapmaktadır. Böylece AB öncelikli olarak ekonomik daha
sonra ise sosyal ve siyasal avantajlar elde etmektedir. Bu açıdan bakıldığında bu
çalışma Şili AB için gerçekten farklı ve özel midir? Eğer bazı farklılıklar var
ise Şili’nin diğer ülkelerden farklılıkları nelerdir? Gibi sorulara cevap
arayacaktır.

Abstract
Chile, one of the most exclusive countries in
South America, has a population of 17 million and a surface area of 757,000
km2. In Chile, which has a fairly long history, the population consists of
Europeans and their grandkids. Chile, one of Latin America's largest producers
of raw materials, also has the largest mineral deposits in the world. On the
other hand, Chile, which has the most powerful institutions and bond markets in
South America, is a center of attraction for many states as it is not affected
by the economic crisis. Chile's relations with the EU, which began in 1996, are
improving day by day. In fact, some statements made by the EU have made
statements that Chile is in a privileged position in the EU. However, there are
debates in this regard. Because the EU is developing a relationship with almost
the whole world to become a global structure or power and to provide a global
trading system in the direction of the World Trade Organization. To this end,
the EU has made some agreements with countries such as Tunisia, Mexico and
Chile, such as the Free Trade Agreement. Thus, the EU enjoys economic and later
social and political advantages. From this point of view, this study will seek
answers to questions such as whether Chile is truly different and specific for
the EU, and if there are differences, how Chile’s differences are from other
countries.
