İsveç’in Sıcak Denizlere İnme Arayışı: Arslan Ağa’nın Osmanlı İmparatorluğu’ndaki Diplomatik Misyonu (1670)
Abstract
Osmanlı İmparatorluğu’nun XVII. Yüzyıl ortasında toprak büyüklüğü açısından kaydettiği büyümeyle bir yeniden ihya sürecine girmiş ve bu süreçte Köprülü Mehmed ve Fazıl Ahmed Paşaların amil faktörler olmuştur. Ancak, baba-oğul Köprülü sadrazamlarının askeri seferleri Osmanlı Devleti’nin bu dönemde daha barışçıl addedilebilecek adımlarını gölgede bırakmamalıdır. Zira bilhassa Fazıl Ahmed Paşa döneminde Ragusa, Ceneviz, Fransa ve İngiltere’ye ticari ayrıcalık anlaşmaları (ahidname) sağlanmıştır. Mevcut çalışma Fazıl Ahmed Paşa’nın dolaylı stratejisinin, Osmanlı İmparatorluğu Akdeniz ya da Doğu Avrupa’da askeri seferlere çıkarken sair Avrupalı devletlere ahidname vererek tarafsızlıklarını temin etmeyi sağlamak olduğunu iddia etmektedir. Bunun için de İsveç Krallığı 1660’ların sonunda Arslan Ağa isimli bir Osmanlı aracısını padişah nezdine yollayıp benzer bir ahidname talep ettiklerinde, Osmanlı cevabı müspet olmuş; ancak, İsveç idaresi teşebbüsün devamını getirmemeyi seçmişti. Arslan Ağa’nın neşredilmemiş sefaretnamesini temele alarak, bu çalışma İsveç’in ahidname talebini XVII. Yüzyıl Avrupa-Osmanlı münasebetleri bağlamına oturtmayı ve Arslan Ağa’nın teşhisine daha önce dikkatten kaçmış verilerle katkıda bulunmayı amaçlamaktadır.
