Assessment of Representational Fairness in Alternative Electoral System Parameters: The Case of the May 14, 2023, General Elections

Abstract

The study examines the extent to which the proportional representation system used in Türkiye provides proportional representation. In the first stage of the study, election results were simulated using four different seat allocation methods, including the d'Hondt method used in the 2023 general elections, as well as the Sainte-Laguë, Scandinavian Sainte-Laguë, Hare, and Droop methods. In the second stage, the impact of district magnitude on proportional representation was examined. For this purpose, four different scenarios were created in addition to the current size of electoral districts, including Narrowed-5, Narrowed-7, NUTS-1, and NUTS-2. Indices of disproportionality were used to evaluate both stages. After concluding that the current system in Türkiye is insufficient for providing proportional representation, alternatives such as replacing the current method with more equitable methods or expanding electoral districts were proposed.

Abstract

Bu çalışma, Türkiye'de kullanılan nispi temsil sisteminin temsilde adaleti ne ölçüde sağladığını incelemektedir. Çalışmanın ilk aşamasında, 2023 genel seçimlerinde kullanılan d'Hondt yönteminin yanı sıra, Sainte-Laguë, İskandinav tipi Sainte-Laguë, Hare ve Droop olmak üzere dört farklı sandalye dağıtım yöntemi kullanılarak seçim sonuçları simüle edilmiştir. İkinci aşamada ise, seçim çevresi büyüklüğünün temsilde adalete etkisi incelenmiştir. Bu amaçla, mevcut seçim çevresi büyüklüğüne ek olarak, Daraltılmış-5, Daraltılmış-7, İBBS-1 ve İBBS-2 olmak üzere dört farklı senaryo oluşturulmuştur. Her iki aşamanın değerlendirilmesine orantısızlık endeksleri kullanılmıştır. Türkiye'de mevcut sistemin temsilde adaleti sağlamada yetersiz kaldığı sonucuna varıldıktan sonra, mevcut yöntemin daha adil yöntemlerle değiştirilmesi veya seçim çevrelerinin genişletilmesi gibi alternatifler önerilmiştir.
